90% DA from July 2013

Expected DA from July-2013 will be not less than 90% after 2 point increase in Index As all are waiting for announcement of Dearness Allowance for Central Government Employees from January, 2013, which has been not announced till the writing of this post.  In the meanwhile Ministry of Labour & Employment has published Consumer Price Index Numbers for Industrial Workers (CPI-IW) February 2013.  According the press release the the All-India CPI-IW for February, 2013 rose by 2 points and pegged at 223 (two hundred and twenty three).  This two point increase showing confirm 10% increase in Dearness Allowance from July, 2013.  Hence Expected DA from July, 2013 will be not less than 90%.  It is also make clear from following table:- Expectation Increase/ Decrease Index Month Base Year 2001 = 100 Total of 12 Months Twelve Monthly Average % increase  over 115.76 for   DA DA Announced  or will be announced Jul-12 212 2414

Recovery of dues from a Government servant: Rajya Sabha Q&A

In accordance with CCS(Pension) Rules, 1972 “Government dues as ascertained and assessed by the Head of Office which remain outstanding till the date of the retirement of the Government servant, shall be adjusted against the amount of the retirement gratuity or death gratuity becoming payable”. The expression ‘Government dues’ including dues pertaining to Government accommodation, a balance of house building or conveyance or any other advance, overpayment of pay and allowance or leave salary and arrears of income tax deductable at source under Income Tax Act, 1961. In CCS(Pension) Rules, there is no provision to recover Cooperative Societies dues from Death-cum-retirement Gratuity, pension and other retirement benefits of the Government servant. When Cabinet Committee will declare DA enhancement?

Usually, the announcement of declaration of additional DA to Central staff and pensioners, it has been obtained from the Cabinet Committee meeting which is held on second week of March of every year. But nowadays, it has not been happening due to more concentration on other major issues. Even in the beginning of the April Central could also approved and declared DA for its employees.

Additional DA for Central Government Employees and Pensioners from Jan 2013 – Delays in getting cabinet approval.

All Central Government employees and Pensioners are expecting the announcement of additional Dearness allowance from Union Government. Today obliviously, Cabinet will declare the enhancement of the Dearness allowance by 8% from Jan 2013 to all Central Government Staff and Pensioners, unfortunately there is no information about the meeting and the agenda yet..! We expect the Union Cabinet meeting will meet in next week, the approval also will get in the next meeting.

NIFR Proposals to Finance Minister

On behalf of NFIR, its General Secretary Sri.M.Raghavaiah requested the Hon’ble Finance Minister, through its letter dated 10-01-2013, to consider following proposals for inclusion in the General Budget-2013 and NFIR hopes that it would provide relief to over 34 Lacs of Central Government employees (including 14 Lacs of Railway employees) and also all the workers in other establishment.
