Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2012-13.

Payment of Dearness Allowance to Railway employees — Revised rates effective from 01.07.2013.

7th pay panel set up, additional burden for next govt seen Rs 1 lakh cr

Ahead of elections, the government today announced constitution of the Seventh Pay Commission, which will go into the salaries, allowances and pensions of about 80 lakh of its employees and pensioners, increasing the government’s payout burden by an estimated Rs 1 lakh crore. A pay commission is usually formed after every 9 years. The government constitutes Pay Commission almost every ten years to revise the pay scales of its employees and often these are adopted by states after some modification. As the Commission takes about two years to prepare its recommendations, the award of the seventh pay panel is likely to be implemented from January 1, 2016, Chidambaram said. The sixth Pay Commission was implemented from January 1, 2006, fifth from January 1, 1996 and fourth from January 1, 1986. Welcoming the constitution of the Seventh Pay Commission, Congress on Wednesday recalled that the BJP-led NDA government had “rejected” the legitimate formation of the Sixth Pay Commission in 2003. 7th Pay Commission Announced

As the bonanza at the time of elections,the government on Wednesday announced constitution of the Seventh Pay Commission. The commission will decide on the revision of the salary, allowances and pensions of about 80 lakh of its employees and pensioners. "Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016", finance minister P Chidambaram said in a statement. The move has surprised many considering the economic condition of the country. The government even had ordered austerity measures of the government employees. The setting up of the Commission, whose recommendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the assembly elections in 5 states in November and the general elections next year. After JS welcome address introduction of members & officers started .S.C. Maheshwari Genl. Secy. BPS while introducing himself pointed out to the Minister  that while BPS was thankful to the minister for increasing frequency of SCOVA meetings, organization will   be grateful if  instead of few hours at least one full day is earmarked for these meetings and that a system need to be put in place to lay down as to what  type & numbers of items will be accepted for inclusion in SCOVA Agenda. After introduction the MOS addressed the meeting highlighting the  work of the DOPPW & the important circulars issued in the recent past.  He assured that pensioners issues will be dealt on priority by his Ministry.

Cabinet approved 10% Da hike

The union cabinet today approved the proposal to hike dearness allowance by 10%  i.e. to 90 per cent from existing 80 per cent, a move that would benefit about 50 lakh central government employees and 30 lakh pensioners. "The Union Cabinet approved the proposal to increase dearness allowance to 90 per cent at its meeting here. The hike would be effective from July 1, this year," a source said. The increase in DA to 90 per cent would result in additional burden of Rs 10,879 crore to the exchequer annually. The additional burden this fiscal would be Rs 6,297 crore. This is a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10 per cent to be given with effect from July 1, 2010. DA was hiked to 80 per cent from 72 per cent in April, 2013, effective from January 1, this year. The next DA hike effective from January 2014 will also be a double digit one as per the trends in the CPI-IW

The Union Cabinet is likely to approve the proposal to hike dearness allowance paid to the central government employees and pensioners. The hike will be 10% and will take the DA to 90 percent from existing 80 percent and will benefit about 50 lakh central employees and 30 lakh pensioners. According to the source, the increase in DA to 90 percent would result in additional annual expenditure of Rs 10,879 crore. There would be additional burden of Rs 6,297 crore on exchequer during 2013-14 on account of this hike in DA. There would be a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10 per cent to be given with effect from July 1, 2010. The DA announced last time was 8% up to 80 percent from 72 percent in April, 2013, effective from January 1, this year. The government uses CPI-IW data for past 12 months to arrive at a number for the purpose of any DA hike.

The central government is likely to hike the dearness allowance (DA) of its employees and the dearness allowance of the pensioners (DR) by 10%, at the cabinet meeting on 20-09-2013.  In what can be seen as major sop for a large section of aam aadmi, this will be the second DA hike in a financial year. More importantly, also ahead of the 2014 general elections. This will directly benefit 5 million employees and 3 million pensioners. The move can also help infuse more money into the economy. According to revised data released on August 30, retail inflation for factory workers for June stood at 11.63%, higher than the provisional estimate of 11.06% for the month released on July 31. The double-digit hike in DA would come after three years. It was last in September, 2010, that the government had announced a hike of 10%.
