Finance minister approves CBEC cadre restructuring
The Union finance minister has finally approved the cadre restructuring in the central board of excise and customs (CBEC). The cadre restructuring was in the pipeline for seven years. With the approval, over 18,000 new posts are expected to be created in the department across the country.
In Gujarat, four new commissionerates are likely to be added in the Ahmedabad zone. Presently there are 10 commisionerates of central excise, one of service tax and three commissionerates of appeals in Ahmedabad and Vadodara zones.
According to sources, the new commissionerates are expected to be three of audit, one each with Ahmedabad I, II and III commissionerates and a new central excise commissioner in Kutch. At present, Kutch comes under the Jamnagar commissionerate. Meanwhile, no new commissionerates are likely to be added in the service tax or customs in Gujarat. The Ahmedabad zone covers all of north and central Gujarat and Saurashtra.
Along with 18,000 new proposed posts, three new senior positions are also likely to be added which include principal chief commissioner/principal director general, chief commissioner/director general and principal commissioner. Each commissionerate will have five divisions and 25 ranges.
"With the approval, a large number of promotions in different grades can take place. While restructuring resolves some stagnation issues, it doesn't address the cause of stagnation. We will raise the matter before the next pay commission and make some amendments in recruitment rules," said J M Shanti Sundharam, chairperson, CBEC in a statement.
The demand for cadre restructuring has also been made by the income tax department and is expected to be approved only after the new government takes over.
In 2013-14, the service tax department collected Rs 4,691.35 crore against a target of Rs 5,463 crore in Gujarat while the central excise department and customs were able to surpass its target. Against the target of Rs 8,275 crore in excise duty, the department collected Rs 8,433.88 crore in the fiscal year ending March 2014.
