Central Excise gazetted officers to intensify stir against 'discrimination'
The All India Association of Central Excise Gazetted Executive Officers have observed a nation-wide protest week from February 25 to March 1, as a part of their agitation against Central government’s alleged non-serious attitude towards listening to their demands on discriminatory promotion policy.
During the week-long protest, all officers of the department attended offices with black badges as a mark of protest and held gate meetings during lunch hours. The officers also stayed away from any celebrations of Central Excise Day on February 24.
AK Sharma, President of All India Association of Central Excise Gazetted Executive Officers (Chandigarh Zone) said that the protest was very successful throughout the zone, comprising of the states of Punjab, Himachal Pradesh, Jammu and Kashmir and Chandigarh, and that protests were held at Chandigarh, Ludhiana, Amritsar, Jammu and Shimla.During the week-long protest, all officers of the department attended offices with black badges as a mark of protest and held gate meetings during lunch hours. He informed that as per communication received from All India Body of the Association, an emergency meeting of association’s representatives of all 36 zonal units in the country, has been called on March 16 in New Delhi to chalk out the strategy to further intensify the agitation.
He said that suggestion ranging from considering going on chain hunger strike to hunger strike unto death at Jantar Mantar, pen-down strike and to pre-pone the association’s plan to submit mass resignations on March 31, being crucial day for the department, which, if finalized, would adversely affect the revenue mobilization drive resulting in heavy losses to the government exchequer.
The association members alleged that as per DOPT’s guidelines, the re-structuring to remove stagnation and to make avenues for promotions in all cadres, should be held after every five years but these instructions were being hardly taken care of, as the last re-structuring in the department was carried out more than a decade ago in 2002.
The association emphasized that in today’s democratic set-up, everybody who-so-ever is responsible, should be made accountable for the irregularities committed in observance of such guidelines of public interest.
The fact needs to be appreciated that as a result of casual approach of the government, many officers of our department were retiring every month and hence are being deprived of their legitimate right of promotion, that can never be restored to them at any point of time.
The onus for such denial of right to an individual lies on the government due to its delaying tactics, for which the concerned ministers/ officers must be held responsible and suitable action be taken against them. Boota Singh, General Secretary of the Association, informed that the Association wants a time bound action from the Govt. on finalization of cadre- restructuring in the department.
It was further informed that the Inspectors’ Association at All India level, consisting of about 18000 members, had already extended their moral support for the ongoing agitation. Bhagwan Singh, General
Secretary of Inspectors’ Association confirmed that they fully supported the agitation and would join the Superintendent’s Association in every move.
