Modi may implement performance-based incentives

New Delhi : Following its mantra of maximum governance and minimum government, Prime Minister Narendra Modi m ay implement performance-based incentives schemes for central government employees. The Department of Personnel and Training (DoPT) is slated to give a detailed presentation on Performance-Related Incentive Scheme (PRIS), which was recommended by Sixth Pay Commission and accepted by the UPA government, to the prime minister soon, officials said. PRIS could not be implemented by the UPA government which had given its “in-principle” approval. DoPT is likely to outline the salient features of the scheme aimed at improving governance in its presentation to Modi. “The detailed guidelines will be put in place after prime minister gives his go-ahead to it,” a senior DoPT official said. NFIR publishes list of proposals to be considered for General Budget 2014-15

NFIR has made a list of all the proposals that Central Government employees expect in the 2014-15 General Budget.  On the 11th of this month, Mr. Raghavaiah, the General Secretary of NFIR, sent a letter to the Finance Ministry, containing certain proposals that are worth considering.  The letter contains nine points that deserve serious consideration from the Ministry. These points were formulated based on the needs and demands of about 34 lakh Central Government employees, including 14 lakh Railway workers. Income tax exemption should be raised to Rs. 5 lakhs for individuals and Rs. 7 Lakhs for senior citizens. The 7th CPC should be instructed to submit an Interim Report on the DA Merger. Maximum bonus limits should be raised to Rs. 10,000. No 6-day week for Govt staff: Cabinet Secretary assures unions. DA Merger, interim relief will be considered

The Government is not considering any proposal to increase the number of working days to six from five a week in administrative offices of the Central Government, according to Shiva Gopal Mishra, Secretary – staff side, National Council, Joint Consultative Machinery (JCM), which is a joint group of various staff unions of Central Government employees. Mishra stated this on the basis of assurances received from the Cabinet Secretary on Friday. The assurance came through in a meeting of the JCM with Cabinet Secretary on Friday, according to a release. “After discussion, Cabinet Secretary assured to Secretary, Staff Side National Council - JCM, Shiva Gopal Mishra, that no such proposal is under consideration with the Government at present,” it said. Govt may raise income tax exemption limit to 3 lakhs

The government is likely to ease the tax burden on the middle class and impose a higher tax on the super rich in its first Budget to be presented by Union finance minister Arun Jaitley next month. According to sources, the government thinks that the disposable income of the middle class has eroded due to persistent inflation and there is a strong case for providing some tax relief. Sources added that the government is considering a proposal to raise the tax exemption limit to  Rs 3 lakh from the existing Rs 2 lakh. As per the proposal, under consideration of the government, there would also be a tax on the super- rich bracket, comprising those earning Rs 10 crore or more of 35 per cent. This category would be above the  Rs 1 crore, class which currently pays an effective tax of 33 per cent inclusive of a surcharge that the earlier government had introduced.
