Central Government Employees to Expect 4% DA Hike Effective from July 1, 2023

In a recent statement from an official in the Ministry of Finance, it has been revealed that Central government employees can anticipate a 4% increase in dearness allowance (DA) in the third week of September. This modest hike is attributed to the consistent containment of inflation by the Central government in recent months. The official further elaborated that the DA increase will be retroactively effective from July 1, 2023, impacting over one crore central government employees and pensioners.

Factors Behind the 4% DA Hike: The official explained that the decision to implement a 4% DA hike is contingent on economic factors such as inflation and price fluctuations. Given the government's success in curbing price rises, central government employees should expect this incremental increase. This announcement will bring the total DA hike to 46%.

Background: Currently, central government employees and pensioners receive a 42% dearness allowance, with dearness relief provided to pensioners. Both DA and dearness relief are revised twice a year, in January and July.

Previous DA Hike in March 2023: The last DA hike occurred in March 2023, with the Union Cabinet approving a 4% increase, raising the DA to 42%. Union I&B minister Anurag Thakur confirmed this announcement, stating that it was aimed at mitigating the impact of rising prices.

Calculation of DA Hike: The Department of Expenditure, operating under the Ministry of Finance, computes the dearness allowance for employees and pensioners based on the latest Consumer Price Index for Industrial Workers (CPI-IW) published monthly by the Labour Bureau. According to the most recent data from the Centre, the All-India CPI-IW for July 2023 rose by 3.3 points, reaching 139.7.

In 2006, the central government revised the formula for calculating DA and dearness relief for its employees and pensioners. This move aimed to better align the benefits with prevailing economic conditions.

Other States' Actions: It's worth noting that several state governments, including Madhya Pradesh, Odisha, Karnataka, Jharkhand, and Himachal Pradesh, have also increased dearness allowance for their state government employees in response to economic fluctuations.

In conclusion, central government employees and pensioners can look forward to a 3% DA hike effective from July 1, 2023, as the Central government maintains control over inflation. This cautious approach reflects the government's commitment to balancing the financial well-being of its workforce with economic stability.
