Govt workers want DA to be merged with salary

Government employees have asked the Centre to consider merging dearness allowance with their pay, arguing that the Sixth Pay Commission -- quite like the Centre -- could not have anticipated the high inflation that has eroded real wages over the last decade. Since 2006 – when the recommendations of the last pay commission came into force – the dearness allowance has increased to 90%, a reflection of the high inflation environment that employees have to cope up with. The demand was made at a preliminary meeting held between the department of personnel and the employee representatives to discuss the proposed Seventh Pay Commission announced by Prime Minister Manmohan Singh in September. Congress media department chief Ajay Maken had asked the Prime Minister to announce the next pay commission in March this year. Writing in his capacity as a cabinet minister, Maken had also argued for a liberal increase in the salaries of government officials to attract and retain talent.

DoPT objection to CBEC’s cadre rejig casts cloud over revenue plans

The Department of Personnel and Training (DoPT) has raised objections to the cadre restructuring proposal of the Central Board of Excise and Customs (CBEC), delaying a resolution to the acute manpower crisis affecting the indirect tax administration, which is struggling to collect 20% more revenue from central excise, customs and service tax this year from a year ago. CBEC has a revenue target of Rs 5.6 lakh crore this fiscal, 46% of the Centre's gross tax revenue. The annual growth in indirect tax collections has come down sharply since 2011-12. It is reckoned that in addition to the economic slowdown, the CBEC's human resource crunch has also hit the collection drive. CBEC's demand for more secretary-level posts and field officers to bolster its revenue collection drive is now likely to be referred to a committee of secretaries or to a group of ministers for further review instead of being placed before the cabinet for approval as expected earlier. LDC-UDC ISSUE: DEPUTY SECRETARY JCA WRITES TO UNDER SECRETARY CS-II, DOP&T

Dear friends, I am posting a letter addressed to Shri K Suresh Kumar, Under Secretary, CS II Section, DoPT returning the proposal for the upgradation of Grade pay of LDC and UDC on the ground given therein. This letter was not attached with the original documents while returning the case to the Association by the CS II. Shri Bipin Kumar Pandey has obtained this letter through RTI and forwarded to me through e-mail. In para II it is stated that no anomaly item related to the upgradation of the grade pay of LDC and UDC is pending with the National Anomaly Committee. The matter was discussed with Shri S.K. Vyas, who representing the Confederation in the National Anomaly Committee. Reference is invited to this Directorate OM of even No. 1576 dated 9.11.2010, vide which the implementation of the MACPS to the cadre of the Junior Engineers /Assistant Engineers / Adhoc Executive Engineers was kept on hold.
