Merger of DA of Central Government Employees: Question raised in Rajya Sabha

Unanswered Central Government Employees' hot matter regarding merger of DA also knocked the table of parliament. Govt. denies consideration of 7th CPC

In a reply of question regarding 7th CPC, Minister of State for Finance Sri N.N. Mina has stated that as there is normally a gap of ten years between successive pay commissions, the Govt. is presently not considering setting up of seventh pay commission for central Govt. employees. This answer was given on 23.04.2013 on the upper house of parliament. "The recommendations of the 6th Central Pay Commission were given effect to from 1.1.2006. Generally, there has been a gap of a minimum 10 years between two successive Pay Commissions. Therefore, no proposal to constitute the Seventh Central Pay Commission is at present under consideration." But as per information from our sources that Govt. is actively considering it unofficially and may be not in near future, it may be announced in the later part of the current calender year.

DA hike approved; 80%DA from January 2013

The Union Cabinet on Thursday approved a proposal to increase dearness allowance (DA) by 8 percent to 80 percent from existing 72 percent. The move will benefit about 50 lakh employees and 30 lakh pensioners of the central government.

The practice followed since then is that the order granting DA to government employees is issued in March and September itself.               This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.

Central staff have to wait for D.A

Central Govt. employees have to wait for a few more days for Dearness Allowance. The P.M is currently on a tour to Germany and cabinet meeting is most likely to be on the next week. The approval of D.A. from January 2013 is already delayed for some weeks for different reasons. There is strong rumors that due to possible merger, the decision is being delayed but we could not ascertain the news from any reliable source so far. It is not expected that in the present financial situation, Govt. will not like to take additional burden of merging D.A., when there is specific negative recommendation of sixth CPC in this aspect. The D.A. due from 1.1.2013 is 8% and it will take the total to 80%. As the P.M. is on a three days visit to abroad and to be in home within this weekend, the cabinet meeting is likely to be in the next week. Expected hike in dearness allowance - 9% to 10% from July 2013

It is really unfortunate that at the time of discussing about the rate of dearness allowance from July 2013, expectation on dearness allowance from January 2013 is not fulfilled even now. Actually the additional amount, that the central government employees may get, on account of hike in dearness allowance from January 2013 apart from their regular pay is not at all a matter for the people those who are dealing with lakhs and crores. But it is indeed a matter for 50 lakh central government employees and pensioners, In order to deal with abnormal price rise; they have no other option than expecting dearness allowance to be increased. It is expected that the central government has reached the saturation point and it has no other go than to announce it as soon as possible. Let us hope it will be announced very shortly.

AIRF writes to FM on Dearness Allowance Payment

Two decades before, the trade unions are used to protest and demonstrate struggles to pressurize the government to declare the dearness allowance. Now we are back to the same old bad days. The same old days are coming back now. The trade union federations gave enough time to the government and waited patiently. Since the announcement for the payment of Dearness Allowance is being delayed ,the All India Railwaymen’s Federation writes to Finance Minister and demanded to declare it immediately. Announcement of DA from Jan 2013: Speculation of reasons for delay

Autonomous Bodies are not covered under CGHS

The Minister of Health and Family Welfare Shri.Ghulam Nabi Azad replied related to a query raised in Parliament recently that since Ministy of Health and family welfare could not provide CGHS facilities to employees of Central Government Autonomous Bodies due to resource constraints, those employees could not be covered under Central Government Health Scheme. The undersigned is directed to invite an attention to the provisions contained in Rule 13 of the CCS(RP) Rules, 2008, which provides for the method of fixation of pay on promotion on or after 1.1.2006 in case. inter-alia, of promotion from one grade pay to another. The Rule provides for fixation of pay by way of addition of one increment equal to 3% of the sum of the pay in the pay band and the existing grade pay (rounded off to the next multiple of 10)to the existing pay in the pay band and then fixing the pay in the promotional post as per the procedure prescribed therein.

Seventh pay panel to meet ex-servicemen's aspirations: Army chief

Conceding that the current pension benefits for the country's ex-servicemen are not sufficient, army chief General Bikram Singh Sunday said he would try to ensure their aspirations and requirements are fulfilled when the Seventh Pay Commission comes up. "I am deeply involved in meeting the aspirations and requirements of ex-servicemen. I know that currently what you are getting is not enough. But you know about the current financial conditions in the whole world. So, taking into account the condition of the government's coffers, we have to deal with it," Gen Singh said while speaking at a mega ex-servicemen's rally here.

Cabinet may approve DA this week

Generally the announcement of DA comes in the month of every year but this year it did not happened as expected. The government employees were eagerly awaiting for the announcement. As everyone knows that it will be from the month of January 2013 onward. This situation has raised due to the finance minister’s trip to the Japan as information’s received from some media. we can expect the decision of the government as soon as the arrive from there. But surely the announcement of DA will come out in day or two. Normally ,the DA arrears will be disbursed for January & February and DA For March is included in the monthly salary but as of now, the situation may change.

Modifications in the Civil Services Examination

The Government has approved the following modifications in the Civil Services Examination, 2013 notified on 5.3.2013: 1. A candidate is allowed to use any one regional language from the 8th Schedule of the Constitution of India or English as the medium of writing the examination. 2. Decision on hiking dearness allowance deferred-DA JAN 2013

The government on Tuesday deferred a decision on hiking dearness allowance (DA) of central government employees to 80 per cent, from 72 per cent at present. An increase in DA would have benefitted about 50 lakh employees and 30 lakh pensioners. "The proposal on DA has been deferred as the Finance Minister was not present," Information and Broadcasting Minister Manish Tewari told reporters after the Cabinet meeting chaired by Prime Minister Manmohan Singh here.
